Most of the studies for citizen participation were focused on "political" participation. It
made people misunderstand the reality of democracy and limited the functions of citizen
participation. This article emphasizes the actions for citizen participation in the public administration
and then it will more access to the substance of democracy. After theorizing participatory democracy,
citizenship, and democratic administration, this article also attempts to elaborate a theoretical
arrangement and an analytical framework for citizen participation in order to legitimate citizen
participation. Further more, it will construct a "citizenship-government" based upon these theories
and serve as another perspective for "Re-inventing Government."
In the beginning of new century, we certainly need an effective and competitive government
bringing us to approach a brand new era. Citizenship-government is a new composing and
administrative model which corresponds with the future environmental evolution. The government
will be led by citizens rather than by bureaucracy, operating by participation processes rather than
controlling and management tools, and aiming on democratic administration rather than on efficient
administration. |
