篇名	公共決策正當性之省思--一個民主行政之觀點

中文摘要	公共行政的主要活動在於公共決策，公共決策的正當性，從以往的技術理性為基礎，至今在民主政治思潮的影響下，正當性的來源日趨多元化，使得公共決策經常面臨進退維谷，左右為難的處境。 本文試圖由「正當性」的角度出發，討論民主與專業之間的對立與衝突，並進而申論政治與行政間應有何關係，最後以民主行政的觀點，對於如何調和民主與專業的矛盾提出初步的看法。 本文最後的結論為：作為民主政治此一概念的實踐面，固然承繼著「本質上可爭議」的特性，使得「民主行政」的內涵與用法依然多元化。但是，「民主參與」作為「民主行政」的共同核心，凸顯了兩個重點。 首先，「參與」此一概念不僅展現在形式意義上，亦落實在實質意義上。其次，開放「參與」正是減輕行政人員超額負載（overloading）的良方。 所以，「民主行政」這個概念，作為公共決策正當性的主要訴求，既不需偏向新公共管理的技術理性，也不需要逕自訴諸道德的無限上綱，高談公平與正義，卻忽略了實踐上的困難。然而，唯有「資訊透明」的前提下，此一理想才有實現的可能。
英文摘要	The main activities of public administration are public decision-making. The legitimancy of public decision-making based on technological reason. However, influenced by the main stream of democratic politics thinkings, the sources of public decision-making legitimacy are going to diverse. The diversity makes public decision-making face a catch-22 dilemma. This paper intents to discuss the controversy and trade-off between democracy and profesionalism from the viewpoint of legitimancy. Futhermore, it will try to descripe the proper relationship of politics and administration. And then, bases on the viewpoint of democratic administration, discusses the tentative alternatives that would get rid of the dilemma between democray and professionalism.
