What this article wants to ask is the relation between wartime thinking and the press regulation policy in 1950s Taiwan. For the First and the Second Taiwan Strait Crisis, the ROC government has to prepare for war including the media blackout. Concretely speaking, the government strengthens the control system of propaganda, establish the procedure of issuing press releases about military affairs and wartime censorship, and makes sure the media under control during the two crisis time. It is the chance to examine the ability of the ROC government about coordinating the actions between the propaganda departments of KMT party, the government and the military. And it also shows the ideal media policy and media environment in wartime. This article wants to argue that the wartime understanding determined the government to intensely control Taiwan media and to make the wartime press regulation policy. |
